How to Find Remote Programme Officer Jobs
Where to find remote programme officer jobs, how to check if Nigeria is eligible, what NGOs and UN agencies require, and what the role really pays.

Remote programme officer jobs exist, but most are advertised as "home-based", "remote within [region]" or as short consultancies, not as "remote programme officer" roles. To find one you can get from Nigeria, search international NGO, foundation and UN job portals for programme, program, grants and project officer titles. Then check every ad's list of eligible countries before you apply.
That second step causes most of the wasted applications. A role that says "Remote, Sub-Saharan Africa" can still leave out Nigeria. One that says "Remote" may really mean remote within the United States. This guide covers what remote programme officers do and why so many of these jobs stay in the field. It lists the four kinds of remote programme role a Nigeria-based applicant can realistically get, shows where to search, explains how to read eligibility wording (using real ads checked in October 2026), and sets out what employers expect before they shortlist you.
Quick answer
Remote programme officer roles are mostly found at international NGOs, foundations and UN agencies. They are advertised on organisation career pages (often hosted on Greenhouse or Lever), development job boards and UN procurement portals. Many are short home-based consultancies rather than permanent jobs. Nigerian applicants qualify only when Nigeria appears on the ad's list of hiring countries, or the role is open worldwide. Expect to need three to five years of grants, budget and reporting experience.
What a remote programme officer does
A programme officer (spelt "program officer" in American job titles) manages the day-to-day running of a funded programme or a portfolio of grants. This person sits between the money and the work: tracking budgets, checking partners comply with donor rules, putting together reports and helping to write proposals for the next round of funding.
In a remote version of the role, that work happens from a home office through email, shared drives and video calls with country teams and partners. A live World Relief ad for a remote Program Officer, Humanitarian Response describes the job as the main liaison between a grant, its country offices and headquarters. It covers grant compliance, budget monitoring, quarterly programme and financial reporting, and supporting rapid proposals (as of October 2026).
A grantmaking programme officer at a foundation does slightly different work. The Wikimedia Foundation's Senior Program Officer, Sub-Saharan Africa ad lists running a regional grant portfolio, reviewing proposals, assessing organisations, supporting grantees and spotting trends in grant data (as of October 2026).
Titles to search for
The same job goes by many names. If you search only for "programme officer" you will miss a lot.
| Title | Where it usually appears | What it tends to mean |
|---|---|---|
| Program Officer | US NGOs and foundations | Grants or programme management |
| Programme Officer | UK, European and UN bodies | The same job, British spelling |
| Grants Officer or Grants Manager | Funders and large NGOs | Compliance and donor reporting |
| Project Officer | EU-funded and UN projects | One project, not a portfolio |
| Program Associate | US organisations | Junior programme officer |
| Programme Coordinator | NGOs of all sizes | Logistics plus reporting |
| Partnerships Officer | Foundations, social enterprises | Partner and grantee relations |
A good habit is to save searches for "program officer", "programme officer", "grants" and "project officer" separately on each site you use.
Why most programme officer jobs are not remote
Most programme officer roles are tied to a place, because the programme itself is on the ground. A large share of programme officer adverts aimed at Nigeria are in Abuja, Maiduguri, Kano or other states where projects run, and they expect you in the office or in the field.
The Center for International Private Enterprise's Associate Program Officer role in Lagos is a typical example. The Built In listing for that role marked it as in-office and required legal authorisation to work in Nigeria, fluency in English and Yoruba, and willingness to travel extensively within Nigeria or the region. The listing was removed in November 2025.
Remote programme roles tend to sit at headquarters or regional level, where the work is about grants, donors and reporting rather than delivery. Even then, many involve travel. The World Relief ad asks for the ability and willingness to travel extensively to fragile, high-risk contexts, and the Wikimedia ad mentions one to three international trips a year (both as of October 2026). Remote here usually means "no office", not "no travel".
The four types of remote programme role open to Nigerians
Not every remote programme job is the same type of arrangement. Knowing which kind you're looking at tells you how to find it and what you'll be paid.
| Type | How you're engaged | Where it's advertised |
|---|---|---|
| Headquarters staff role, remote by country list | Employee, often through an employer of record | Organisation careers pages |
| Home-based UN or donor consultancy | Individual consultant, fixed days | UN agency portals, UNGM |
| Nigeria-remote role with an international body | Employee or contractor in Nigeria | Careers pages, development job boards |
| Freelance programme support | Independent contractor | Networks, LinkedIn, consultancy firms |
Headquarters roles with a hiring-country list
Larger NGOs and foundations hire remote staff, but only in countries where they have a legal way to employ people. The Wikimedia Foundation, for example, hires non-US staff through a local employer of record (EOR). Its Sub-Saharan Africa programme officer ad lists Ghana, Kenya and South Africa as the African hiring countries, and Kenya is limited to citizens and permanent residents (as of October 2026). Nigeria is not on that list, so a Nigeria-based applicant would not be hired for that role even though it covers Africa.
That is the most important lesson in this guide: an Africa-focused remote job does not automatically include Nigeria. If you're unsure what an EOR arrangement means for you, our page on contractor versus EOR employee status in Nigeria explains it.
Home-based UN and donor consultancies
UN agencies regularly advertise "home-based" consultancies: fixed pieces of work measured in working days, done from wherever the consultant lives. A UNDP notice for an international consultant to lead the evaluation of Nigeria's UN Sustainable Development Cooperation Framework 2023 to 2027 was home-based with travel to Nigeria as required. It ran for 53 working days and asked for a Master's or PhD and at least 10 years of evaluation experience. The deadline was 24 June 2026.
Consultancies like this are where much of the remote programme work in the UN system sits. They are usually senior, short and specialist (evaluations, strategy papers, training manuals), and some are restricted to nationals of the country concerned. For a Nigerian with strong subject expertise, a "national consultant" post that is home-based in Nigeria can be an easier entry point than an international one. Always read the nationality line in the terms of reference.
Nigeria-remote roles with international organisations
Some organisations list Nigeria directly as an eligible remote location. Women for Women International advertised a senior Chief Programs and Partnerships Officer role as remote in nine jurisdictions, including Nigeria, Ghana, Kenya, the UK and the US. The Hot Nigerian Jobs copy of that listing required an existing right to work in one of those countries and stated that the organisation would not sponsor visas or pay relocation. It closed on 12 August 2026. The role was far above programme officer level, but the eligibility pattern is common: a named country list plus "existing right to work".
The aggregator Opportunities for Youth also reported an Energy Transition Fund Africa Programme Officer role listed as "Nigeria (Remote Work)". It focused on Nigeria and Senegal, asked for English and French and at least five years of experience, and had a May 2026 deadline. We could not open the fund's own job page, so treat this as an example of the kind of role that exists, not a live vacancy.
Freelance programme support
Smaller NGOs, consultancy firms and individual consultants sometimes pay freelancers for proposal drafting, donor report writing, budget narrative work or data cleaning. This is less about job boards and more about your network. It is also a practical way to build the donor-facing writing samples that hiring managers ask for. Our grant writer career guide covers the writing side in more detail.
Where to search for remote programme officer jobs
No single site carries every remote programme role, so a short list of sources checked weekly works better than scrolling one big board.
- Organisation career pages. Make a list of 20 to 40 NGOs, foundations and think tanks working on your sector (health, education, climate, governance). Many host their vacancies on Greenhouse or Lever. On Lever you can often add "?workplaceType=remote" to a board's address to show only remote roles.
- Development job boards. ReliefWeb (run by UN OCHA), Devex, Idealist and Impactpool carry thousands of NGO and UN listings. Filter for "home-based" or "remote", then read each ad's location line.
- UN agency portals. UNDP, UNICEF, UNFPA, WHO and others each post vacancies and consultancies on their own careers sites. Procurement-style consultancy notices also appear on the United Nations Global Marketplace (UNGM).
- Nigerian job boards. Jobberman, Hot Nigerian Jobs and similar sites repost NGO roles, including the occasional remote one. Always click through to the employer's own page before applying, because reposts go stale.
- Remote-only boards. General remote job boards, including remote listings open to applicants in Nigeria on WorkRemote, sometimes carry programme coordination and operations roles at international organisations. Search by keyword rather than relying on one category.
Search strings that work
Search engines index many applicant-tracking pages. These searches are a good start:
site:job-boards.greenhouse.io "program officer" remotesite:jobs.lever.co "program officer" remote"programme officer" "home-based" Nigeria"program officer" "remote" "Nigeria" grants
Example (hypothetical): Amaka, a grants officer at an Abuja health NGO, runs the four searches above every Monday. She opens each result, checks the location line and the hiring-country list, and puts eligible roles in a spreadsheet with the deadline, the donor and the languages required. Anything with "US only", a hiring-country list without Nigeria, or a visa-sponsorship requirement she can't meet goes in a "not eligible" tab so she doesn't open it again.
How to read eligibility in a remote programme officer ad
Read the location line, the "where we hire" paragraph and the application form questions before you write a cover letter. Three real ads checked in October 2026 show the main patterns.
| Ad wording | What it means for a Nigeria-based applicant |
|---|---|
| Remote, but hiring list names Ghana, Kenya, South Africa (Wikimedia) | Not eligible, despite the Africa focus |
| Remote, Washington D.C. home office, no country list (World Relief) | Unclear; ask the recruiter before investing time |
| Remote in nine named countries including Nigeria, existing right to work (Women for Women International) | Eligible if you live and can work in Nigeria |
| Home-based consultancy, some for nationals only (UN) | Check the nationality and residence line |
The World Relief ad deserves a closer look. It says "Remote" and pays $70,000 to $74,000 a year, but lists no eligible countries and is filed under the Washington D.C. home office. It also requires applicants to affirm the organisation's Christian statement of faith (as of October 2026). When a remote ad is vague about location, send one polite question to the recruiter or the careers email before you apply. Our planned guide on checking whether a remote job accepts Nigerian residents goes through this step by step, and the guide to what "worldwide remote" really means covers the wording used in global roles.
A quick eligibility checklist
- Does the ad name Nigeria, Africa-wide, EMEA or "worldwide", and does the small print confirm it?
- Does it require existing work authorisation somewhere you don't have it?
- Is it staff employment, a consultancy or a contractor arrangement?
- What time zone does the team work in, and how many hours of overlap are expected?
- How much travel is required, and do you have a valid passport?
- Is the pay range for the US location only, with "adjusted for country of hire" for everyone else?
What employers expect from remote programme officers
Hiring managers want proof that you can run donor money and paperwork without someone checking on you. For mid-level roles that usually means three to five years of experience. World Relief asks for three to five years in international development, nonprofit or mission work, plus humanitarian experience in fragile settings (as of October 2026).
The skills that show up again and again:
- Grants and compliance. Knowing donor rules, partner due diligence and how to close out a grant.
- Budget monitoring. Reading budget-versus-actual reports and explaining variances, usually in Excel or Google Sheets.
- Reporting and proposal writing. Clear, evidence-based narrative reports, concept notes and log frames.
- Partner management. Keeping country teams, grantees and headquarters aligned across time zones.
- Languages. French comes up often for West and Central Africa programmes, and both World Relief and the Energy Transition Fund role asked for it.
- Sector knowledge. Health, education, climate, governance or humanitarian response, depending on the organisation.
Useful certification: DPro
PM4NGOs runs the DPro family of project and programme management certifications for the development sector. Its certifications page lists online exams for Project DPro, Program DPro, MEAL DPro (monitoring, evaluation, accountability and learning) and Finance DPro. Fees range from $30 to $180 depending on your work situation and location. Exams are open book, 75 questions in two hours, with a 65% pass mark (as of October 2026). Program DPro recommends holding Project DPro first.
A DPro certificate will not replace experience, but it gives a career changer or a Nigeria-based NGO officer a recognised label that international recruiters understand. If your interest leans towards measurement and reporting, our planned article on remote monitoring and evaluation jobs goes deeper.
How to describe your experience on a CV
International recruiters skim for scale and donor names. Compare these two CV bullets.
Example (hypothetical): weak bullet: "Responsible for managing projects and writing reports."
Example (hypothetical): stronger bullet: "Managed three sub-grants worth $420,000 across Borno and Yobe, produced quarterly donor reports on time for eight consecutive quarters and led partner due diligence for two new local organisations."
Name the donor, the money, the geography and the result. If you've worked remotely with a team in another country, say so plainly, because that is the evidence a remote employer is looking for.
How much remote programme officers earn
Pay depends on the organisation, the level and, most of all, where you are hired from. Published ranges in job ads are usually for staff in the employer's home country. Remote pay for Nigeria-based workers is usually lower.
| Role (ad checked October 2026) | Published range | Applies to |
|---|---|---|
| Program Officer, Humanitarian Response (World Relief) | $70,000 to $74,000 a year | US-based remote staff |
| Senior Program Officer, SSA (Wikimedia Foundation) | $85,761 to $130,513 a year | US hires; non-US pay adjusted by country |
At the house rate of ₦1,362 to $1 (CBN NFEM weighted average, 23 October 2026), $70,000 a year is about ₦95.3 million. Don't plan on that figure from Nigeria. The Wikimedia ad says non-US pay is "adjusted to the country of hire", and gives no figure for African countries. Organisations that pay Nigeria-based staff usually benchmark against local NGO or regional salary scales.
UN consultancies are paid per deliverable or per working day, and rates vary by seniority and agency. We didn't verify a current daily rate, so ask during the selection process or check the terms of reference. For a structured way to compare an offer, see our planned guide on comparing international salary offers.
Getting a remote programme role from Nigeria: a realistic route
Most people who land remote programme roles already have programme experience on the ground. Remote work is usually the second or third step, not the first.
- Get a field or office programme role in Nigeria. A programme assistant, project officer or grants assistant job with an international NGO's Nigeria office gives you donor experience and names recruiters recognise.
- Take on cross-border work early. Volunteer for multi-country reports, regional proposals or partner calls with headquarters. That is the evidence you can work remotely.
- Build a small portfolio. Keep anonymised samples: a concept note, a budget narrative, a donor report summary. Check what your employer allows you to share first.
- Add a recognised credential. A DPro certificate, or a short course in grants management, signals that you know the standard frameworks.
- Target organisations that already hire in Nigeria. Look at where an organisation's staff live on LinkedIn and whether its careers page lists Nigeria. Our planned guide to companies that hire across Africa covers how to research this.
- Apply for home-based consultancies in your speciality. A short national consultancy can lead to longer work with the same agency.
If you're coming from project coordination in the private sector, the skills transfer well. Our project coordinator career guide explains the overlap.
Working as a remote programme officer from Nigeria
Time zones
Nigeria is on WAT (UTC+1) all year. Programme teams in Geneva, Brussels or Berlin (CET) share Lagos time in winter and are one hour ahead in summer. A Washington D.C. team is six hours behind Lagos in winter (from 1 November 2026) and five hours behind in summer, so a 10am Washington meeting is 4pm in Lagos in winter. London is one hour behind Lagos in winter (GMT) and on the same time in summer (BST). Working with Europe is easy from Nigeria; working with the US usually means some late afternoons and early evenings.
Power, internet and travel
Donor calls and report deadlines don't move because NEPA took light. Budget for an inverter or solar backup and two internet connections (for example a fibre or 4G router plus a phone hotspot on a different network). Keep your international passport valid, because many remote programme roles still involve trips to partners or regional meetings, and visa processing from Nigeria can take weeks.
Contracts, pay and tax
How you're engaged decides how you're paid and taxed. Staff hired through an EOR get a local employment contract; consultants and contractors invoice and handle their own tax. Read our guides on receiving dollar payments in Nigeria and tax for remote workers under the Nigeria Tax Act 2025 before you sign.
Scams aimed at NGO and UN job seekers
Fake "UN" and "NGO" programme jobs are common because the sector is well known and the pay looks attractive. Warning signs include an offer without an interview, requests to pay for "processing", "training" or "visa" fees, Gmail or WhatsApp-only recruiters, and terms of reference that you can't find on the agency's own website.
Genuine vacancies are posted on the organisation's own careers page or a recognised portal. If you can't find the role there, don't send your passport, BVN or money. Our guide on spotting remote job scams in Nigeria lists more red flags.
Frequently asked questions
Can I work as a programme officer remotely from Nigeria?
Yes, if the organisation hires in Nigeria or offers the role worldwide. Many remote programme roles are restricted to a list of hiring countries, and some Africa-focused roles leave Nigeria out. Check the eligibility paragraph in each ad before you apply.
What does "home-based" mean in a UN job ad?
It means the work can be done from where you live, usually as a consultancy with a fixed number of working days. Some home-based posts still require travel, and some are open only to nationals of a particular country. The terms of reference state both.
Is "program officer" the same as "programme officer"?
Yes. "Program" is the American spelling and "programme" is British. US NGOs and foundations use "program officer"; UK, European and UN bodies often use "programme officer". Search for both, plus "grants officer" and "project officer".
How many years of experience do remote program officer jobs require?
Usually three to five years for mid-level roles. Senior and consultancy roles often ask for 10 years or more, and junior "program associate" roles may ask for one to two. Donor-funded programme experience counts more than general office experience.
Do I need a master's degree to become a remote programme officer?
Not always. Many ads ask for a bachelor's degree and list a master's as preferred. Senior UN consultancies often require a master's or PhD. Strong grants and reporting experience can outweigh a postgraduate degree for staff roles.
How much do remote program officers earn?
Published US ranges in October 2026 ads ran from about $70,000 to $130,000 a year depending on seniority. Those figures apply to US-based staff. Pay for people hired from Nigeria is usually set by country and is typically lower, so ask for the range that applies to your location.
Is DPro worth it for a remote programme officer job?
It helps, especially if you're early in your career or changing sectors. DPro exams cost $30 to $180 depending on your situation and are taken online. Recruiters still weigh real grant and reporting experience more heavily.
Key takeaways
- Remote programme officer jobs are mostly found on NGO, foundation and UN careers pages, development job boards and UN procurement portals, often under "program", "grants" or "project officer" titles.
- Most programme officer roles are field or office based. Remote ones sit at headquarters or regional level and often still involve travel.
- An "Africa" or "Sub-Saharan Africa" remote role can exclude Nigeria. Always check the hiring-country list and the work-authorisation line.
- Home-based UN consultancies are a real route to remote programme work, but they are short, specialist and sometimes limited to nationals.
- Published salary ranges usually apply to staff in the employer's home country. Pay for Nigeria-based hires is set separately and is usually lower.
- Three to five years of donor-funded programme experience, clear reporting samples and a recognised credential such as DPro make you competitive.
Next steps
Start by listing 20 organisations working in your sector and checking where each one hires. Then search the remote job listings on WorkRemote for programme, grants and project coordination roles, and turn on the free email alert for your search so new matches come to you daily.
